John Bradley
Secretary at Department of Energy Environment and Climate Action
John is the Secretary of the Department of Energy Environment and Climate Action in the Victorian Government. DEECA works across Energy, Water, Climate Action, Environment, Agriculture, Forestry and Resources portfolios to promote thriving environments and communities and to unlock Victoria’s enormous economic potential in a sustainable future. It provides its services across over 81 locations, with a staff of over 5,800 diverse team members.
John serves on the Victorian Secretaries Board. He was previously Secretary of the Victorian Department of Environment Land Water and Planning He was the CEO of Energy Networks Australia representing gas distribution and electricity transmission and distribution businesses providing services to almost every Australian energy customer. In previous roles, John served as CEO of 3 Queensland Government agencies working with a significant workforce and budget responsibilities.
John is experienced in substantial mergers and restructures of public sector departments and utilities. He has a record of transformational leadership with successful initiatives in change management, diversity and inclusion, mass market services and systems integration.
John has diverse expertise in the electricity, gas, water and resources sectors and has partnered with national and international stakeholders in natural resource management, conservation and sustainability.
Earlier in his career, John led reforms to the utilities sector in multiple jurisdictions including the restructure of the $5BN Western Australian electricity industry and the $20 BN South East Queensland Water industry. He has played a leading role in some of Australia’s largest infrastructure projects, including program office oversight of a multi-billion water infrastructure program.
John was the President of the Institute of Public Administration (IPAA) Victoria from 2020-2024. He holds an MBA from QUT and BA from the University of Queensland. He is a Member of the Australian Institute of Company Directors and has previously served as a Director on the Boards of Infrastructure Victoria, the Australian Gas Industry Trust, Greening Australia Ltd, the Great Barrier Reef Marine Park Authority, the Australian and New Zealand School of Government, the Cape York Institute for Policy and Leadership, Families Responsibility Commission and on the University of Queensland Senate.
